Montreuil-sur-Mer is a city in Les Misérables. It debuts when Fantine does (as she lives and was born there). Later, Jean Valjean becomes the mayor of Montreuil-sur-Mer under the alias of Monsieur Madeleine. However, he is kicked out of office when his true identity is revealed, whereupon Montreuil-sur-Mer does not appear again in Les Misérables the musical.
In the book, however, Valjean willingly reveals himself to save the falsely accused Champmathieu. Also, Valjean voluntarily leaves as he gives himself up to the law and, later, Javert.
Victor Hugo actually rarely gives the full name of the city in his book, only referring to it as "M-- sur M--".
The actual Montreuil-sur-Mer is located in the northern part of France, near the English Channel.
