Javert's Introduction takes place after the fight in the factory, when Fantine is dismissed. Rather than sort out the matter himself, Jean Valjean (disguised as Monsieur Madeleine) is distracted by the arrival of the new Inspector, Javert, who introduces himself and praises the Mayor's philanthropy, before suspecting that the two have met before.
This song only appears in the film.

Javert
Please know me as Javert
I'm here at your command
With honor due to each
And justice in our hands
No man's beyond our reach
Let all beware
Valjean
Welcome Sir, come guard our laws
I'm sure we're here in common cause
Javert
You've done the city proud
You're praised by those on high
Your success has earned a force
The best that Paris can supply
Your people thrive
[Valjean hands Javert a set of rosary beads.]
Valjean
The dignity of toil to stay alive
Javert
It seems to me we may have met
Valjean
Your face is not a face I would forget
